He furthered his education with a Post Graduate Diploma in Systems & Management from IIT Delhi in 1988, a Master’s in Economics from the University of Rajasthan in 1999, a Master in Public Policy from Princeton University, USA in 2008, an LLB from CCS University, Meerut in 2011, and a Ph.D. in Economics from the University of Rajasthan in 2011.

His innovation in the Annapurna Bhandar Yojana scheme has been lauded for providing quality multi-brand products at competitive prices to consumers through Fair Price Shops, a model praised by Niti Aayog and replicated by other states.
Innovative Leadership
Dr. Agarwal has consistently demonstrated his ability to lead and innovate. He introduced a fool-proof system of Biometric Verification for beneficiaries of the National Food Security Act (NFSA), ensuring the rightful distribution of food grains and preventing significant leakages. His efforts in food fortification earned Rajasthan the title of “Food Fortification Champion Early Adopter” from the Government of India and FSSAI.
As Additional Chief Secretary of Industries, Dr. Agarwal championed the Rajasthan Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Ordinance, 2019, promoting entrepreneurship and ease of doing business in the state. His initiatives have fostered employment, industrial growth, and the development of a transparent and accountable administration.
